ARTICLE X - POWER OF THE BOARD OF DIRECTORS TO EXPEND, OR CONTRACT FOR MONEY OR BIND THE ASSOCIATION LIMITED
The Board of Directors shall at no time expend more money within one year than the amount of assessment collected during that period in addition to any surplus held over from a previous period.
