Community Improvement Districts, Why should we agree?
This is a chance we can take back our area instead of always waiting on the City to do anything for us. We are trying to stabilize our area by: having community service projects that address some of the trash; working on our eye sores and abandoned nuisance properties; we will start to have classes in credit repair and new owner classes, and much more for 2010. BUT WE NEED MORE. We need your cooperation in enabling us to become a CID. Since our dues are frozen, we are limited in what services we can provide. The CID would make us a small City within the bigger City of Kansas City. We could go after grants and other types of funds to help us become better faster. We REALLY NEED your support. THIS IS EVEN MORE IMPORTANT WITH CITY CUT BACKS. Services from the CITY can ONLY get worse and cost US MORE. Watch for an information meeting coming soon. We need to be more a part of our own survival, and not so much just adding to the same problems.
PLEASE call the Office if you have any questions.
Watch for an informational meeting in February.

We are the pilot program for Chapter 62 Trash Tickets. NO MATERIALS are to be at the street before 3:00 pm the day before THAT pickup. KEEP YOUR TRASH PICKED UP. You WILL get TICKETS. WE cannot help you if you do the wrong thing. LEAF bags are NOW your responsibility. BRUSH SITE is NOW CLOSED.

These are expensive if the City has to come back and cart off YOUR materials. This INCLUDES MOVE-OUTS. Get a dumpster if you have a house full.

Community Service projects are normally the second and fourth Saturdays of the month from 7:40am-noon meeting at the Dollar General sign in Ruskin Center. We are always in need of heavy plastic bags and water. Our next weekend will be Feb 13. Volunteers are always needed. PLEASE save your aluminum cans at the trash can at the Office. These are used for gasoline during Community Service.

RuskinHeightsHomesAssociation.com Our Board of Director Meeting is always the second Tuesday of every month at RUSKIN HIGH SCHOOL Media Center at 7pm. Our next Meeting will be Feb 9. NOTE- If Hickman School is closed we DO NOT meet.

Basic Community Improvement District info is on the website. To become a CID we need signed petitions from approximately 60 per cent of our landowners. Then it would be approved by the City Council. Our dues would be on our Jackson County Tax Bill, but we would also be able to have a small self tax. With this CID self tax we qualify to be a Local Agency where we can apply for other Federal funds and use them directly. This would enable us to take part in projects faster to help our area. Our Mission is to be clean, green and secure. The CID would hold normal meetings open to all under the Sunshine laws. There are currently around 32 other CIDs throughout our City.

At our last HOA meeting we had guests from the Economic Development Corporation of Kansas City. They were able to share some information with us on an Urban Renewal Plan that I think YOU NEED ALSO.
WHAT is the process to establish an URBAN RENEWAL PLAN?
In requesting an Urban Renewal Plan Area we would have to meet with a Development Services Specialist to see if this is an appropriate tool to foster redevelopment in an area. If this is determined, the applicant submits an application with a fee to engage the services of Land Clearance for Redevelopment Authority (LCRA). The LCRA w ill research the area, identify the blighting factors and write a plan with recommendations for the removal of the blighting factors.
Once the Urban Renewal Plan is written, it is submitted to City staff for review of the plan and input regarding any planning, zoning and infrastructure issues in the plan area. City staff reviews and makes recommendations to City Planning for review and recommendations. After City Planning the plan is submitted to the LCRA Board for approval. If approved, LCRA will then submit the plan for final approval to the City Council. The Plan makes property ELIGIBLE for real property tax abatement, but does not automatically grant tax abatement.
Any feedback or questions can be called into the Office at 761-6050. More to come next week.

WHAT is an URBAN RENEWAL PLAN?
Urban renewal plans are redevelopment plans whereby certain areas of the city have been identified and declared by the Land Clearance for Redevelopment Authority (LCRA) and the City Council of Kansas City, Missouri to be blighted. These plans, therefore, also determine that the areas should be conserved and rehabilitated.  Out of many benefits to THIS PLAN is the ONE most beneficial to us - which is the tax abatement/ freeze for rehabilitation of property in the plan area.
